They are a political construct designed to transform Britishness from an historic, traditional identity rooted in shared ancestry, culture, and heritage into a costume that can be put on by anyone.
British values as you described them, as tolerance and mutual respect and so on arose as a code of conduct for British people when dealing with their kinsmen, those folk that they didn't know from other towns or parts of the British Isles, they worked for us and that's what made them 'British Values,' as opposed to 'French,' or 'German,' values.
In other words they were values internal to our civilisation, the trick of the establishment was to try and make them universal and as such applicable to everyone, the non British, when not everyone deserved to be treated with kindness, respect and tolerance. The British of colonial India had no such respect or tolerance for the Hindu custom of 'Sati,' or widow burning and put a stop to it as abhorrent. If this was going on today, no doubt the liberals would celebrate every widow burnt alive as a lesson in cultural enrichment, it's this sick willingness to compromise and to appease that I can't stand, these being very un-British values.
So my short term solution is to only show 'British Values,' i.e. kindness, tolerance and respect to those who deserve them, those who are worthy of being treated like a civilised human being should be treated. Some foreign people do deserve this courtesy, but not all of them do, the trick is to be discerning. Our values are not universal, they belong to us, the British people, and if people abuse our hospitality by rejecting our codes of conduct, replacing them with their own or worse yet criminal activity, then by their own admission they are not fit to live here and need to be deported immediately.

Because of devolution British values can only be imposed on England . Britishness is meant to suppress Englishness .
